Saiin machiya complete. Licence inspection next.

Roof, interior and garden at the Saiin machiya are finished. Two inspections follow before the simple-lodging licence: fire, then the Kyoto City health centre. No bookings until they clear.

The Saiin machiya finished its last item of work in August: the garden. A stone lantern, moss and a single maple sit just beyond the glass doors. The roof was insulated in January, the interior handed over in April, and the last tradesperson has now left the building.

A finished house is not a licensed one. In Kyoto, whether a house may take guests depends on its lodging licence, not on the state of the renovation. Saiin is applying for a simple-lodging licence under the Ryokan Business Act, which allows year-round operation and sets stricter conditions than 180-day minpaku.

Two inspections

Fire comes first: the fire department checks linked alarms, guidance lights, extinguisher positions and the escape route, then issues a fire-code compliance certificate. The equipment is inexpensive. The sequence is where time is lost: design, installation and inspection out of order costs weeks right before opening.

The Kyoto City health centre follows. Its inspector checks guest rooms, ventilation, daylight, and the number and position of toilets and baths against the approved drawings. Saiin is designed for 9 guests, with 2 toilets, 2 showers and a garden-facing bath, each where the drawing puts it.

Inspection first, listing second

Listing first and sorting out the licence later is common. The081 does not do it. Once a house takes guests, a licence it does not yet hold is resting on every guest and on the owner.

The Shimizu Gojo house cleared inspection before it opened last year, and Saiin follows the same order. Once the inspections pass, the Kyoto team that built the house takes over daily operations. When the licence is granted is the authority's decision. Until then, Saiin takes no bookings.
